Writing the Lubuntu manual

Documentation on Ubuntu and all of the flavors used to be on wikis however since 2015 many things have just been overwhelmed with spambots. Shinx was originally developed by python for their documentation needs and used by the kubuntu manual. It is easy to use with restructed text format. The manual has many features needed to install sphinx writing with basic things such as titles the table of content trees image and code directives.
